A justiciar or vindicator is considered by most to be position superior to that of a magistrate, conferring power that is awarded or stripped based upon meritous performance. Compared to a magistrate, they are leadership positions, even if they do not have the induct command.
At the minimum, their responsibilities (or those of any leadership position for that matter) require a regular presence so that their job functions are performed. Using a real word example, if a manager at your business worked infrequent and erratic hours, he or she would likely be updating a resume. If there is a problem in this situation, it may be a lack of communication of expectations.
In the absence of a provost, the chain of authority suggests that these augmented characters will be expected to pick up some slack. And let's face it: who is better suited to give a meaningful interview and recommendation, that Tribunal veteran or the schmuck stuck in Seantryn Modan?
