Newbies are disproportionately prevalent among the set of good-aligned characters compared to the set of evil-aligned characters.
"Skilled" players (i.e. with regard to PK) are disproportionately prevalent among the set of evil-aligned characters compared to the set of good-aligned characters. There's usually a high correlation between "PK skill" and "knowing how to be an effective member of a ranking group."
If you're an evil, then, you have better odds of hooking up with effective group mates. Of course, they might kill you, but if they don't, they may end up being useful than what you'd have found as a goodie.
IMO goodie vs. evil gear isn't a big factor when it comes to ease of ranking. There's some stuff that helps at low levels (questy ring & questy weapon) but that quickly becomes less meaningful as you continue to rank. Both alignments get some good sub-35 levels where they can exploit vulns (think trolls, elves and undead). But after 35 the vuln-exploiting areas for evils mostly dry up. Goods, on the other hand, have barovia, drow city and calandaryl.
The biggest factor is probably that sanc is way more plentiful for goodies, since they can rank with paladins, and there are more good-aligned healers than evil-aligned healers. Many evil-aligned characters (defilers & empire) also have a hard time hooking up with rangers, which are basically super-tanks after they get wilderness fam.
