Similar to the mountain storm
kick, the assassin performs the rising crescent kick, but as time and
study have allowed, the leap is much more controlled. As a result, each
opponent fighting the assassin will be targetted with this kick.

"As a result" of the kick being more controlled, "each opponent fighting the assassin will be targetted". Seems like that's all the "controlled" part means.
