Black sect? I'd trade all of the outlander powers for black circle. That thing is sick.
Divine sect? Yep, I think this is more powerful for imperials, also. But this one is close.
Shadow? Um.. clearly imperials.

Which sect do you think has worse powers than Outlander/Fortress?
