Basically:

You can't kill a few people in an enemy cabal because they keep running when they're not likely to win.
You keep getting killed by those same people when they come in gangs because you're not running.
You get frustrated.
Rather than fix #2 about your playstyle with respect to these players, you think you can fix #1 by whining about it on the forums.

It's not just empire. It's a playerbase/OOC forum thing that is part of the reason we all love qhcf. :)
