IMO whirlwind of steel gives about the same results as imperial training offense. So if your character is an imperial I do not think you will notice a significant increase in attacks. If you're not an imperial, you'll probably attempt 4-8 attacks most rounds, mostly on the lower end of that spectrum. Look at Agar's logs as an illustration.
