Shimmering ornate silver scepter - Drocktol, Stones' embrace (good/neutral only)
John the lumberjack's axe - Weald (evils can't wield)

Fire:
Silver chain flail - Zen'kra, Ysigrath
Copper axe - Warboss, Pass of gol galath

Cold:
2h sword, -Machka, Rocky paths by Azuremaine
Cold flail - woman outside keep of Righteous.
Executioner's axe - ranger guildguard, weald (kinda hard to kill at lowbie, but can disarm)

Lightning:
A heavy rondel called Stormblade - Hamsah Mu'Tazz
Mithril swords from Ship graveyard - 2h, sea dragon (gettable at around 30 or so)
