I'd prefer if members of scion lost power as Scion numbers drop to 1

Otherwise, the ultimate incentive is for chancellor to uninduct everyone but 2-3 people who perma with him during his playtimes. Adds cool RP angles? Sure. Adds cool OOC incentives? Not... so much.
