Neuro IMO is one of the most overpowered abilities in the game, mainly because it requires a whole new stat to gear for. It's not just minor gearing either, like one or two items (unless you've got good stuff), but a good -20 to -30 svp plus divine svs.

Muters are now among my most feared and hated classes simply because they can so easily perma stun you. Other classes that can effectively lag lock, or are ridiculously tough you can usually at least flee from even if you know you'll never defeat them. Muter's you're just fucked from the first spell.
