I would say from experience its generally around 25-30, for the most part your required to get level 25 cause thats truesight anyway. Most don't level past 30 very far while they wait for induction.

To clarify. The imms usually only induct elite players. Anyone can get inducted by a leader, but there usually isnt one anyway n/t
