Imperials are like the Empire in Star Wars. The stormtroopers still have laws and rules that they have to follow to please their leader. It's almost like communism. They're following order and existing and behaving within predefined bounderies in order to push an over all evil agenda.

Chaotic evil would be more inclined to individuality, self fulfilling goals at any means necessary. Think Boba-Fett.

Really, when it all comes down to it, everything is Star Wars.
