From what I've seen, anything that can dispel communes can also dispel magic.

Dispel has always been better then dispel magic, it's shaman bread and butter.

Any shaman going against a paladin with that commune is going to be in serious trouble. Starbright was correct when he said this is probably the worst possible match up for an evil shaman.
