What leaps out at me is that Empire and Scion don't seem to be raiding each other very often, and Empire doesn't seem to be raiding Outlander.

Guess I also wish we had "durations" on these things. If one cabal takes another cabal's item, but that item is immediately retrieved, it still shows up in the "taken" list.
