I've played a handful of successful whip/flail specs, and I never had any problems using either or. I even experimented with each, trying to see if one was more accurate than the other. Even after that, I came to the conclusion that each has roughly the same amount of failure/success rate.

Did you read something from someone that would lead you to believe this? Your own personal experience? Because it could just be RNG.
