The cabal needs some retooling to make it more viable in cabal raiding but that's about it.

Special guards should not be able to hold items but should provide a stronger version of corpseguard. They should be able to be commanded to remain in place and guard a corpse even if the Tribby moves around, too.

Tribunal needs some type of reveal power that allows them to ferret out chameleon (even if it is just a reworked zero-hour faerie fog).

Tribunal should lose all powers except wanted and guardcall and a reveal type power when they do not have the Scales.

I'd also encourage changing the way exp loss works when dying while wanted. If you die to pk, same as it is. If you die to special guards, instead of your exp being reset for that level, it should just do a baseline 20% increase off of that level. As in -

- If my tnl for that title was 10k, it would bump it up 2k, regardless of my current progress. Thus, 12k tnl.
- If my tnl was 15k for that level but I only have 400exp to go, it would tack on an additional 3k to my 400exp. Thus, 3400 tnl.

And so on.

If you die to a mob, same penalty as it currently is now.

Anyway, just some ideas to make the cabal more engaging for cabal wars. The cabal fits a great dynamic within CF and it'd be a loss to have it removed.
