I am usually demolishing the other side. So both outtie and tribunal are massively powerful.

My resolution has always been this in balancing it out...

NO strengthen/AI unless wanted. (breeds fighting - you should be wanted- get boost for actually being wanted and deserving).

NO vigilance without scales (makes city watching a lot more tough. Judement can be made but at a risk. Promotes thieves in funding moves to have scales taken)

This gives massive incentive to be wanted and to have scales.
