There's one active imm and people are so desperate that outlanders are going neutral ethos (which hinders windwalk) just so they can have an active imm/empowerment option.

I don't see why heroimms can't have fully functional religions and empowerment. Why relegate them to being bored for the duration of their projects? Let them have some sway and further the game.
