Not all inners are the same. The empire inners have a LOT of melee attacks that generally chew right through chars that don’t have good parry/dodge/etc. but they don’t do much in the way of direct damage or maldiction.
Though you could make the inners for empire significantly harder by changing their spawn order so you hit prelate->assassin->warlock->warrior
Giving more buffer time for the old sigil/pummel would be rough. A solo raider would be able to adapt easily but multiple attackers would be screwed.
