From a geographical point of view I just don't see any reason why Russia or China want a new nuclear-armed power bordering them.

Both Russia and China want one thing: no US military bases or troops in the region.

If "fixing" the DPRK problem means a US-military-occupied Korean peninsula, then of course neither of them will cooperate.

Has the US government offered to move all US assets out of Korea in exchange for a Russia-China-created solution? I'm not sure Russia and China can even offer one (DPRK has nukes remember: they work on China and Russia just fine, and in fact even better due to proximity), but if the US offers that, I'm quite certain both countries would be happy to treat...
