Why can't private industry do that?

Still trying to figure out:

1) if major decisions like whether or not to sell uranium to Russians are made by the government, how would have this been different if the entire enterprise were governmental? Wouldn't they have still made the decision to sell uranium to the Russians?

2) what unique expertise does getting hired by the government give someone that they would not have if they had instead been hired by private industry?
