Being hired by government or not does not influence your expertise, it influence your motivation.

And when you're not directly hired, yoir motivation to share your expertise with government is questionable at best.

And when we're talking about government strategic decisions, it's government expertise that matters, not some field engineer's.

So long story short, in case of Russia - Russian government expertise = Rosatom expertise. In case of U.S., Ministry of Energy expertise < Westinghouse expertise.
