He lied to a Grand Jury during the BALCO investigations (which were NOT about Barry Bonds.. until he did so). That's a pretty serious crime, in case you missed that episode of Law and Order. If he was NOT the focus of the government investigations, people would be calling shenanigans for letting the star player go scot-free.
And yes.. he is the most notable and obvious example of a steroid user. He has arguably hurt the game more than any other steroid user. And obviously, the public as a whole is more interested in what happens to Barry Bonds than to Neifi Perez, so you can't blame the media for focusing their attention on the record holder of the group.
