Most of the greedy, evil, fucked up things that happen in this world are down to people who had stereotypically 'good' upbringings. Wealthy parents, Ivy-league educated etc... I'm talking about people like Dubya, or the CEOs of companies that greenwash their business activities in the US, while outsourcing all of the environmentally harmful stuff to countries that are too poor to be able to resist their advances. The point being that if you are contemplating advocating eugenics based on reducing harm done to society, the way you suggest going about it is really badly targeted.
Not to mention that eugenics is a terrible idea because no government should have that level of control over the individual - least of all one that has demonstrated how amply it is in the pocket of the wealthy elites. Look at the power grab that happened post 9/11 in the name of 'homeland security'. Do you really trust the government to be even-handed and fair in the way it administers a eugenics programme?
There are hundreds of things that are higher on my list of plausible ways to improve society than resorting to eugenics - most of them involving hanging US politicians from lamp-posts, reform of the voting system, wide-scale redistribution, and putting strict limits on campaign funding.
