Two questions then:

1. Stevers was given a PERMANENT timeout.
Does it not mean perm-ban?

2. I couldn't map some of the timeout causes with any rules. An example is the cause of the permanent timeout of Stevers.
(Maybe it means something that I don't understand as a non-native english?)
