* Way back when, there was a quest in...uh...that area with Durin. You had to do something with some bread and an oven. Since the bread item involved in a quest it was somehow special. You could eat it and the item didn't disappear, but it still made you full. So you could just carry around one

It's not as interesting if I'm making the whole thing up. When an imm is filling in details, things happen that you didn't expect and/or couldn't have predicted. Obviously hard to get people to play along, though, given they have limited bandwidth to interact with players.
A story line that actually progresses is HUGE. Especially when it progresses in ways I don't expect.

To be honest, one of the most enjoyable parts of a character's life is when that character *dies* and you get to look at the PBF, discuss things in an OOC manner with enemies on the forums, receive feedback (both positive and negative), etc.
Killing people is obviously hurt by lower player counts.
The concern I expressed to Zulg was about whether there are weapons that are so high-level that even level 51 characters see their damage throttled down. Like if a level 51 PC were to wield a level 60 weapon that was av30, would it be "effectively" av28 (or lower)?
Can anyone find the post where this was announced? I remember Zulg being coy about whether it would affect level 51 characters (who find weapons that are level 55+).
I'm a human. My inclinations are shared by plenty of other CF players. What you propose would not increase those players' enjoyment; it would induce them to leave. It might attract other people who get off on running around in outfit gear. I'm not convinced it would result in a net increase in players. For one, the entire staff would probably quit.
