Unless you're fighting a felar, invoker, cloud, etc - I'd opt for chill touch. It's a 1 round spell, so you can get 2 of them in, which will do 2 things:
1) Usually 2 chill touches > 1 vamp touch for damage
2) Gives you more flexibility. You can do 1 chill touch and a crimson, a blind and a chill touch, etc.
I'd save vampirc touch for mobs, mostly - unless you want to

How often do you use a shield prep as a non rager,non mage in pk? How often and do you use desensitize?
-Desensatize for any fight I think might be competitive. Not if I’m running in to trip down someone ranking, or someone weak on melee, but if I think they’ll fight back? Definitely. For shield, that’s much harder as all shields I know are limited. So usually for the fights where it’s
It sounds lame, but thats where most wands are:
1) On actual mage mobs (mobs that are invis or mobs that cast)
2) In containers in rooms of magely or mystical places. Libraries, temples, laboratories. Look for things like bookshelves, desks, tables, etc near known mage mobs
Keep a list. I burned through a bunch of shifters a few years back to try and figure this out. It really helped me. Alo
