PvE should be balanced around being intuitive and fun. Or if you want to get really technical, just watch these videos that laearrist is posting. PvE should help teach the game. It should be engaging. We should be able to get involved quickly. It should allow characters to express themselves, or it should provide a great story.

Regarding lagging NPCs: the first MUD I ever played let you bash/trip NPCs to delay casting just as if they were a player. It worked, and was a lot of fun.
Pretty sure Bartle's has been disproven as not much more than a random way to think about games. Not saying it is useless for trying to think about engaging elements of a game, but as an actual model for players it isn't very useful.

In the past, I would say it sucked a lot to spend a couple hundred hours to figure you're a scissors and the majority of your enemies are rocks. The updates to the helpfiles has been yuuge in helping with this in my opinion.
