Yeah. It's not that simple. What if you and me group up and explore 100% of the time we're online together. Then, separately from you, I log on 2 hours a day and just sit in my guild.
Are we a perma? By your definition no, because I still log in when you're not online. But I don't actually *do* anything. So I'd argue that's still a perma.
Undemelm was online a lot solo, but didn't seem to do much. Whenever Undemelm and Kotu were online together, they were typically exploring somewhere.
In terms of objective criteria, we might stipulate something like:
"If character A is grouped with character B more than N% of the time when *both* of them are online, then they are a perma *unless* the % of time both characters are
Not sure I recall him ever having one. But, I think his reign extends back before I started playing again. At one point I think Kotu, Undemelm and Faldeikso were all on the council, but no shadow lord.
"Only care about me" is a fine role for an Emprire guy. Thing is, it can't be transparent. If I'm Emperor, if "only care about me" guy's self-interest ever fails to align with my own, I'm cutting him loose.

Really? That's lame. What's point of the ranger control weather spells then?
My thoughts on this:
1. After you admitted the mistake, you were almost surely going to get some sort of punishment. Personally I would have just demoted you.
2. Your goal is to control the situation by taking the initiative and offering up a lesser punishment that shows you want to atone, but doesn't make you (or the Empire) look weak, and, perhaps more importantly, strokes the Emper
I know that exists in real life. Duh. I'm just saying that in CF the laws are super short, and may not explicitly call out *attempted* theft and *attempted* murder as illegal. I'd have to go read them again to say for sure.
Does it say "attacking someone" is illegal, or "murdering someone"?
With respect to theft, does it say "stealing" or "attempting to steal"?
Etc. There are so many magistrates now, maybe they can establish a system of district and appellate courts so we can adjudicate these matters. : )

If there is a thief who has no realistic chance of ever killing you and that guy steals something from you that he can actually use, that probably shouldn't prompt a full loot.
That thief is just using his built-in class abilities to improve his own gear, the same as you when you bash someone down. The only difference is he did it without killing you

Outlander giant ranger. One with bearcharge and snare. Get your mithril and iron weapons. Snare, haste, frenzy, waylay, bearcharge. Ideally catch the guy w/o any preps. Problems with this:
1. You're looking for a very specific scenario. Might be hard to engineer.
2. STSF Emperor owns your face.
3. Unless there's a fire giant ranger build w/ snare and bearcharge,

Unless he's using using flee/return triggers, then the other kinds I can envision probably don't give him much over what he could do himself. It's not that hard to spam sleep or spam bash.
His predictive skills are pretty good too. Knowing where people are going to be before they get there.
