Can Outlanders barter in the shops of large cities that are more closely connected to the natural world (wind and earth, respectively) and which have no Trib presence?

The extra starting health and higher HP gains, along with their natural aptitude for partial shift spells, makes that class/race combo surprisingly potent in the lowbie PK range -- especially when combined with offensive wands. I'd recommend getting a magic missile wand next time for even better/faster results. There's one easily obtainable for a Felar shifter of your rank, even when so
