Why do Paladins have to be lawful?

Why do Paladins have to be lawful?:

I was thinking about Paladins, and wondering if, in many cases, a Paladin was really best
as Lawful. One example being a Shokai-ite. If the Paladin truly wants to destroy evil,
he should be willing to slay evil in town, with little respect for the laws that would protect
an evil-doer. It just made me wonder why a Paladin has to be Lawful, in order to be
a Holy Warrior.
