It's not all of them. Sadrach is good about avoiding the cities. He was wanted one time and I was the only arbiter on and he STILL avoided the city. To me, that's what a Sylvan should be like. "Ok, I went into the stinky city and coming as no surprise I got nothing out of it except a pile of beef jerky and a wanted flag. I now realize that going into the city does nothing for my life, so I'll stay the fuck out from now on." There are others I think that take this mentality, but they are few.
Most of today's are like this(Pikel included). "I went into the city, slayed a bunch of people, some of which have never harmed a forest creature, and I got wanted. Now I get to slay more people, some arbiters, that probably have not ever killed any forest creatures either. Great!" These are the people that run into the city, spam the arbiters with cityguard yells to let the arbiters know they're there, then run out into Haon Dor and set up walls of thorns to trap them in.
