To my knowledge, a phylactery is a holy item, bound to the arm. I believe historically they were tiny boxes containing holy scripts and such, bound to the arm with cloth, but I'm not sure how variable the exact form is.
Liches make phylacteries as well, but telling Ragers not to wear any phylacteries would be like telling them not to wear holy/unholy symbols in general. Several priest-type mobs in the game wear phylacteries of different sorts as well.
