There's one from kuo-toa, and three from Whistlewood, that are arm-worn and not magical (well, one of them is, but that's a bit different). In the sense of the lich power ritual of abominations, I believe phylactery was used to signify a "ritual container" in the abstract sense... lich phylacteries are gemstones that contain a man's soul, or that's how I've understood and conceived of them.
