At least that's how the Arbs see it now. As far as "The brilliant response of someone who realizes they fucked up", no he didn't. He was probably sick of talking to some whining arguing guy. Listen to what he says, chalk it up as a learning experience.
And it is Arbiter Law *NOT* to return weapons. The Arbiter chose to return the rest of your items, for that you should have been thankful rather than complaining.
I didn't mean for this to sound inflammatory..being an arbiter is harder than it looks, especially when every person you flag or kill responds exactly the way you did (only usually a lot ruder).
