Sadly but according to current laws all was right within these laws. Even if you accidentally step on stern guard you can be
flagged (as you did) if somebody notices that. More over stern guard sometimes becomes
mad and attacks you himself, yelling over arbiter cabal about your intrusion.
Only legal situation then you can step inside
and/or kill stern guard if you are baron and retreaving your item. Arbiters can do what ever they want to defend their cabal, including bringing 20 special guards to entrance (if they have that many arbiters online) which tend to assist to stern.

In conclusion it is shitty but it is how it is now.
I suggest law should be changed so you can be WANTED only for attacking cabal guard or stepping futher then entrance.

And calm this mad stern guard so he would not initiatate attack himself.

Also I think it should not be possible to flag ghosts.
