I remember, a long, long time ago, when I first started playing CF, a shadow cleric was using one of the forsaken's names (Mogdien?). The imms were alot more low key then, and one of them told me that you could use a forsaken's name, but you "had to petition the immortals for it now" and I guess they'd look at your past characters, to determine if you'd make the name worthwhile. Personally, I think if you have someone who is a good roleplayer and/or good pker (if required by the established role associated with the name) it could add something to have someone playing one of the characters from the book - these are characters who we know and fear/love, and it might be fun to interact with them in the game. I think, though, that the climate has changed on CF since then. As seen with the player reaction to Pikel, when he did exactly what I suggested, players seem bitter over their own experiences with denied names, and aren't willing to allow someone else the leeway to do it, even if that someone else is proven to be a better quality of player than they. Also, the Immortals are much more firm with their desires for an unique and creative mud (as seen by the area changes - I'd bet tar valon would be changed, too, if it didn't play such a prominent part in CF - too many people utilize it to change it, probably).
Anyway, don't know why I'm writing this long of a post. Can't shake the interest even if I don't have the time to play, I guess
