Arbiters would be TRULY powerful if they went on a huge recruiting kick and doubled their numbers.

I mean, jesus, only a few Arbiters have caught me in my day, and that mostly happened from them hiring someone to Summon me, even then I rarely died. It's incredibly easy to run from the Arbiters... especially with that juicy 0.8 second delay the guards have till they attack you.
