Regardless of being neutral, good or evil the situation is clear: it is indeed impossible to hinder apprehension of criminal when you are in the process of kiling him. The logic leads to the arbie having to flag himself as indicated in the log. Nope, just plain ol' eq squatting here or some personal vendetta that really doesn't fit with an arbie anyway. Pretty pathetic
