Could be talking out of my ass, but then, it wouldn't be the first time:

1. I think it affects gambling, as well (based on that one card in the Deck of Many Things and how successful the first Troupers were at gambling - anyone remember Levesque? - can't explain beyond that).
2. (to answer Soren) I remember it being developed in .. Well, a few years ago (When Tallanvor had just immorted), so it's something hidden and unique to CF, just to add a little complexity and spice.
