WHy?

Because it takes bria saying "ok" for the arbiters to be able to retaliate in kind.

So for the 4 months it takes Bria to do that, you can take the book, but they cant take the head.

That is just makes the game more unfair than it has to be.

It's just like the whole shaman of battle thing.

sure their can be valid in char arguments for it. but it would fuck with game balance.
