Because they are not suppposed to be used in PK.
If you play an arbiter to guard the law it is ok
but if you just play a combo "warrior with charmies"
to pk people, you suck.
Guards are not the same as deathblow, dopple or whatever. They are vulnirable to abuse (like the flag-power)
They attack criminals out of range, they attack people
when you are ghost.
If you use your arbiter powers to pk people (even if you don't break rules) people would hate you
like they hate Fuerln (who used any excuse to flag and
hunt people down).
To let you understand, just an example:
let's say, you feel that this giant X is going to attack this elf Y in the town soon.
Will you:
1) enter the room and warn them to prevent the crime
and thus you will be true guardian of law, who
worries about crimes being commited and tries to prevent them
or
2) you enter the room, call guards and wait for the crime to quickly flag and PK/loot this X as soon as he commited the crime.
In this case, you don't worry about the law, you just use it as an excuse for PK with guards.
It is not against the rules, you are allowed to provoke the crime and flag people then, but
in this case you just act like an asshole and people hate you.
