Both classes make good roleplaying sense for the Sylvan Cabal. The number of Sylvan Shamans is always extremely limited, I remember three being the most ever, and I think there are two now. Shamans can completely take advantage of the Cabals powers, that is why they are limited. As for Bards, they don't have the same advantage Shamans do, so why limit their numbers, if they are fit to join?

The leader now is a bard, yes. However, the previous two leaders were... rangers. Before that was a Shaman, and before the shaman, a few druids. I'd say in general, most leaders have been rangers or druids. And most Sylvans now are rangers. In fact, it's almost always that way.

I can understand your gripe, because right now, the Sylvans are extremely powerful. But remember, they go through massive down times, where they just get their ass handed to them.
