I may be ignorant, but what is OOC in this tell?
Everyone is free to swear as much as they want.

From what I can see in this log, Tisslesee was behaving quite IC, upset by the death of someone she was saving.
It was Pleckis who actually went quite close to being OOC, assuming that Tisslesee was just trying to get the quest reward. If you are doing quests for rewards they give, that doesn't mean others cannot do quests just for RP.
