Being lawful does not have to be completely black and white, based on only what Arbiters say is wrong, or what Imperials say is wrong, or any other organization. I would think a Maran Paladin might believe that the laws exist to protect good people from evil, therefore said Paladin would be enforcing the laws by driving the evil out of a town, in the same way an Arbiter attacks criminals in town. There are many other ways they could intrepret it also, just put some thought into it. Now as a disclamer, I am not at all familiar with these two characters, so I don't know if they roleplay a lawful Maran well at all, but unless you've had an indepth discussion with them regarding their beliefs and why they do what they do, I know you can't say they're not roleplaying their ethos/class based on the above log.
