I always thought that Lawful Evil's followed the law only when someone was around to enforce it and would use the laws to help themselves if they saw someone else break the law.(ie. Empire is not elementary school where you get a stern talking to or detention a few times before you get suspended. The simple fact is you break Imperial Law and get caught you will be anathema.
