I got the impression that Nep tested the limits of his abilities with Istendil. Somewhat IC hoping that his old subjects would somehow get their act together and make a stand.
In the above mentioned incident, I do not think that he actually knew the kind of opposition he would get. Combined and planned tactics against him, even though a thing or two went wrong.
A lot of the fights I fought beside him, lacked any leadership whatsoever in the massive Knightraids he indured ... just everyone for themselves in those big groups.
