Half elves really can't justify the 'minor' 100 exp penalty, but that's personal preference.

Elves can sneak and are super intelligent, but on the other hand you are now looking at 900 extra points per level...maybe not worth it, but could be a powerhouse at hero.

Storms are the same. Resist plus a massive amount of strength and con and you're looking at a strong hero...but getting there will be a problem.
