I think a cleric class should be able to use his skills regardless if they are empowered or not. If that was the case I think you would find more people playing clerics classes such as paladins. A few may not even want to bother with getting empowered, being happy with the skills and low level supplications. And for those people who are serious about the char they are playing can seek empowerment.
