Few points:

1. Before disbanding arbiters, CF was mainly evil. After, it is mainly evil chaotic. Lack of diversity is obvious. (maybe it's just the time I play though)
2. What's the point of having law and not having enforcers?
3. Quite a few people say that being wanted is a bugger, and reduces fun. Haven't you ever thought of a chance to drive like they do in action films (breaking every rule, causing massive destruction, etc), but stopped because of possible consequences? There can be quite a few examples like that.
4. One thing Arbiters lacked: corruption. If they are reinstated, they should be more tolerant to corruption, and it should be dealt with on mortal level.
