Chances are, the transmuter in question has spent so much time pk'ing instead of leveling that he has found himself in an xp hole. It has been my experience that the bigger xp hole you are in, the harder it is to improve your abilities. If this is the case, my suggestion would be for said transmuter to group and get within 1000 to level, then stop levelling to work on his spells. And during that time, do NOT kill a player.
